It is important to understand that the normal flow of birth control products starts at the manufacturer, passes through a distributor, goes to a family planning clinic or center, and then winds up in the hands of the consumer or end user. At each step of the process, the price is marked up and each entity makes a profit.

Historically, Planned Parenthood has been one of the major operators of family planning clinics. PP buys the products from the distributors or directly from the manufacturer and then sells those products to its clients.

Back in 1970 the federal government decided that it should become involved in this process and use taxpayer money to lower the cost of the products to “poor people.” A poor person is defined as a person or family unit that has an annual income less than a certain dollar amount. Normally this amount is set at about 150 percent of the federal poverty level. Both Title X and Title XIX (Medicaid) programs are examples of these programs. States across the country have their own versions of these programs.

In addition to cutting the costs at the final stage where the end user buys the product, there are additional government programs (such as the 340B program) designed to lower the markups between the manufacturer and the family planning clinics. Thus, for many years, the American taxpayer has subsidized the distribution of harmful and deadly birth control drugs to the girls and women of America.

A new twist

All of this fairly orderly (if unethical) supply chain of mostly abortifacient drugs began to change dramatically in 2008. As our report shows, it was in that year that Planned Parenthood deliberately began to move to gain control of the entire supply chain. In doing that, it stands to make millions of dollars more from the entire process.

To begin this takeover, Planned Parenthood created a private company named Afaxys, Inc. Afaxys was established in large part by Planned Parenthood personnel, and the seed money was obtained in large part by investments in Afaxys by Planned Parenthood affiliates across the country. Although Afaxys will undoubtedly claim that it is a separate company and not part of Planned Parenthood, our report shows all the connections and even cites a Planned Parenthood affiliate as describing Afaxys as “a Planned Parenthood affiliated company.”

Beginning in 2008, Afaxys began operating a group purchasing organization. The purpose of this GPO was to sign on clinics and centers (including Planned Parenthood facilities) as “partners” and to negotiate reduced prices for birth control products from the manufacturers. In 2013 Afaxys announced a new division, Afaxys Pharmaceuticals, which has become a manufacturer of generic birth control products.

With this, Planned Parenthood and its “affiliated company” now have their tentacles into every step of the birth control supply chain.

Not for everyone

Afaxys focuses exclusively on one particular part of the birth control end user community—the public sector. If you want to be part of this new empire, you must be a clinic or other facility that qualifies for taxpayer support. Only 340(B) authorized providers; family planning clinics; city, county, or state facilities; federal facilities; health centers affiliated with a secondary education system (i.e., a college or university health center); or not-for-profit facilities with a concentration in either reproductive health or family planning are welcome.

It appears Planned Parenthood has implemented a takeover of the entire public sector supply chain and has, thus far, gone unchallenged. We must start challenging this arrangement.

We will continue our research, but you can get a copy of our report now on this Planned Parenthood – Afaxys connection and begin to ask questions of your elected officials at all levels of government. This apparent taxpayer rip-off needs to be stopped now.

In the May 24, 2017, issue of the Wednesday STOPP Report we told you about Texas preparing to apply for a Medicaid waiver which would ask the federal government to give Medicaid funds to Texas while allowing it to exclude abortion providers (e.g., Planned Parenthood) from its Medicaid program.

Well, Texas has done it!

On June 28, Governor Greg Abbott sent the unique waiver to the Centers for Medicare and Medicaid Services (CMS) in Washington, DC and asked for approval. CMS is currently taking comments from the general public. The comment period will end on August 4, 2017.

As we told you in May, if this waiver gets approved, it could open an avenue for every state in the nation to defund Planned Parenthood of Medicaid funds—even if the US Senate does nothing.

Planned Parenthood is scared and is doing everything it can to prevent this Texas Medicaid waiver from being approved. 

We ask you to take the following action as soon as possible:

1. Go to the CMS comment page and comment on the Healthy Texas Women waiver request. Tell CMS to approve this waiver. Anyone in the country is welcome to comment and we encourage all of our readers as well as family and friends to express support.

2. Tom Price, the United States Secretary of Health and Human Services, needs to hear from you. We have a PETITION to Mr. Price, which you can sign at stopp.org/price-petition/. We will get a list of all the signers to Secretary Price by August 4.

As crazy as it may seem, the fight over taxpayer funding of Planned Parenthood continues in the Unites States Senate.

The senators return from their Independence Day recess this week, and a new version of the reconciliation bill may be introduced later in the week. All indications are that the Senate may vote on the bill next week. So, once again, we need you to act.

The bill in the Senate (H.B. 1628), called the Better Care Reconciliation Act of 2017, will take $400 million away from Planned Parenthood for the next year. It needs 50 senators to vote for it. VP Mike Pence would then cast the deciding 51st vote for passage.

There are 52 Republican senators in Congress. We have heard that there are four or five Republican senators who may not support the bill, so we either need three of them to change their minds or three or more Democrats to vote for the bill.

To make that happen, YOU must talk to your senators and let them know YOU want two things:

1.   Removal of federal dollars from Planned Parenthood

2.   Assurance that the Better Care Reconciliation Act of 2017 does not allow any healthcare money to pay for abortions

Immediate action:

1.   Call the United States Capitol switchboard at (202) 224-3121. A switchboard operator will connect you directly with the Senate office you request. If you don’t know your senator’s name, just tell the person which state you are from and he will give you the two names.

2.   Tell the senator you live in his state and want all taxpayer money taken away from Planned Parenthood.

3.   Encourage your friends and family to also make these calls.

Planned Parenthood is trying to put a positive spin on the sale and closing of its clinic in Orlando, Florida, and says it is seeking a bigger facility in the area.

However, our friend Rusty Lee Thomas of Operation Save America sent out an e-mail this week explaining the situation and the joy that the closing has caused.

Rusty wrote:

This is what OSA leader Michele Urbain Herzog reported:

All Glory to God Almighty, for HE has done great and mighty things! The PP Tampa Avenue is shutting its doors of death down . . . and make NO mistake, this place was sold due to the financial disaster they were in since the purchase of the PP mega Kissimmee abortuary! We have known since May 15th the property was sold, and have been crying out to God that this plot of ground would NO LONGER harbor a building that unmercifully murders innocent children. . . . Thank You, Jesus!

I thank the Lord for everyone who has faithfully ministered in front of this killing center and for everyone here lately who has been pleading with the Lord to shut this place of death down . . . including the precious children from Jesus Loves the Little Children Day! I especially want to thank those who have remained faithful in being in front of this child killing center weekly—Shirley Jo, Winnie, Amber, Sandra, Chuck—thank you, thank you, thank you. It’s been very hot, and the escorts have tried to stop us, but we plugged forward, not giving up. GLORY!

And if PP tries to open in another location, they better be prepared, because we will contact anyone that does any business with them and expose them!
